Each academic community (i.e. field of study) has a general way to structure their research papers or dissertations.  The accepted methodology to access your topic changes across the different subjects of human knowledge.

For example, a social scientist (like a public administration scholar) trying to come up with the best idea for a new health center in a community, would most likely use surveys.  Using these questionnaires and polling, can provide the basic needs of the people and their socioeconomic background. But for an economist, it will be sufficient to use econometric modeling measuring the different scenarios of welfare.  Government bodies can use both studies for their public policy analysis.   

A paper or a thesis, can be a descriptive research, with a literature review of the scholarly findings. A survey can be made.  This will serve as a beginning for later research.
